Rainbow Futures WA is a consortium of WA based LGBTIQA+ community organisations and individuals concerned with the long-term well-being of the community. A 2020 survey of LGBTIQA+ community members and allies, overwhelmingly supported the need to strengthen discrimination protections to protect all LGBTIQA+ people and remove exemptions for faith-based organisations.

Project 111 is the Law Reform Commission of WA (LRC)'s review of the Equal Opportunity Act 1984 (WA), which will result in recommendations on possible amendments to align with best practices around the world. I am writing to you in response to Project 111, the Law Reform Commission of WA's Discussion Paper reviewing the Equal Opportunity Act 1984 (WA).

I support the following amendments to the Equal Opportunity Act 1984 (WA) to ensure all LGBTIQA+ people are treated equally in WA:

> Prohibiting discrimination in all areas of public life based on updated and inclusive definitions of sexual orientation, gender identity, and sex characteristics

> Removing outdated carve-outs in anti-discrimination laws that allow religious organisations and schools to fire, expel and discriminate against LGBTQA+ people in employment, education and whenever they provide goods or services to the public

> Ensuring harassment, vilification and hate-based conduct against LGBTIQA+ people are properly addressed, alongside similar protections for all groups who experience this harmful conduct

> Adopting a modern anti-discrimination framework that prevents discrimination before it happens and ensures people are properly protected and supported if they experience discrimination

> Amending laws to ensure trans and gender diverse people can access identity documents affirming their gender without unnecessary legal barriers

> Ending LGBTQA+ conversion practices and supporting conversion survivors through a comprehensive scheme like the one adopted in Victoria

> Introducing laws that prohibit unnecessary medical interventions on intersex people without their consent

> Enacting a Human Rights Act that ensures everyone’s human rights are protected when governments make decisions or take action that affect us
